The discussion is geared towards the local options near Yad Binyamin (including Rechovot, Kerem Byavneh, etc.) but many of the issues and the options are relevant for other locations as well. The 2nd part of the shiur details the different opinions about the Aravah produce and the Southern borders of Eretz Yisrael.
